Tracking the national food safety standards evaluation standard (for trial implementation)

 

 

 

        Article 1 in order to regulate the national food safety standards track evaluation, effective implementation of the national food safety standards track evaluation system, according to the food security law, the regulation on the implementation of the food safety, and the measures for the administration of the national food safety standards and other relevant provisions, this standard is formulated.

 

        Article 2 the national food safety standards, follow-up assessment is to investigate the implementation of national food safety standards, understand the standard implementation and carry on the analysis and study, puts forward related Suggestions to standard implementation and amendment of the process. Follow-up assessment work includes the following contents:

 

        (1) standard implementation and the implementation;

 

        (2) advance standards implementation of the measures and effects;

 

        (3) standard index or the technical requirements of the scientific and practical;

 

        (4) other need to follow up the content of the evaluation.

 

        Article 3 the national food safety standards tracking evaluation should be to protect the public health for the purpose, adhere to the scientific and reasonable, in accordance with the principle of efficient, objective and reliable.

 

        Article 4 the ministry of health for the national food safety standards follow-up assessment plan, implement the work plan.

 

        The provincial administrative department of health is responsible for tracking the national food safety standards evaluation of organization management. Provincial health supervision organization to carry out the follow-up assessment work, responsible for relevant information and data investigation, collection, analysis, and submit the following evaluation report.

 

        Article 5 of the provincial department of health shall be unblocked channel, is advantageous for the food safety supervision department, the inspection agencies, food production operator, industry associations, citizens, legal persons and other organizations reflect information related to the implementation of the national food safety standards, and provide the relevant information.

 

        Article 6 of the national food safety standards follow-up assessment plan include the following contents:

 

        (a) follow-up assessment task;

 

        (2) tracking and evaluation scope;

 

        (3) responsibility;

 

        (4) finish time limit;

 

        (5) submit tracking assessment report.

 

        Article 7 provincial health supervision agency shall have the implementation of national food safety standards tracking and evaluation for personnel, technology, funding and other conditions.

 

        Article 8 tracking evaluation information, and shall make true objective, accurate records, and complete data.

 

        According to article 9 follow-up assessment task, provincial health supervision agency can organize related health supervision and disease prevention and control institutions, such as listen to and collect food safety supervision and management, production management, examination, and other units and food from personnel of course of the implementation of national food safety standards and comments and Suggestions.

 

        Article 10 categories according to the standard and follow up the evaluation content need, can use the following way to tracking and evaluation:

 

        (a) questionnaire survey;

 

        (2) the site survey;

 

        (3) index verification;

 

        (4) expert consultation;

 

        (5) other ways.

 

        Article 11 the administrative department of public health at the provincial level shall, in accordance with the provisions of timely tracking for national food safety standards evaluation report, the report shall include the following contents:

 

        (a) tracking evaluation task sources and methods;

 

        (2) standard of follow-up assessment;

 

        (3) data analysis and conclusion;

 

        (4) opinions and Suggestions.

 

        Article 12 track evaluation results show that the national food safety standards shall be revised, the ministry of health shall be timely made (make) make corresponding national food safety standards.

 

        Article 13 national food safety standards track evaluation budget at the corresponding level shall be incorporated in the budget for food safety.
