        For the implementation of the "Chinese children development plan (2011-2020)" and "China's rural poverty alleviation and development program (2011-2020), to solve the problems of poor areas children's health, in 2013 by the central financial support of national health and family planning commission and the China disabled persons' federation joint implementation neonatal disease screening programmes, and poor areas with poor areas neonatal hereditary metabolic disease, early detection and newborn children with hearing impairment, reduce the incidence of mental retardation and hearing disability children, improve the quality of the population. At present, the general office of national health and family planning commission jointly with the office of China disabled persons' federation jointly issued the project plan. Five parts, respectively for the project objectives, project scope and content, project implementation, funds safeguard and management, project supervision and evaluation. All participating provinces (autonomous regions and municipalities) earnest implementation.
