Only a correct understanding of the connotation of "health in all policies", to ensure that this concept with comprehensive implementation, we go to conform to China's national conditions of health and the health development path.

International organizations have already given the new definition of "healthy" : health not only refers to the body does not get sick, also includes spiritual, mental, social, environmental and ethical aspects of perfectly healthy. National health damage, can cause loss of labor productivity, the economic burden shortened life expectancy and health, and so on. In recent years, the parties to the idea of "health" in China is no longer strange, but to understand the meaning of "health in all policies", still need further elaboration and guidance.

In terms of policy path, the related public policy should carry on the evaluation and identification of health benefits. Many public policy may impact on the national health, the departments shall, through the joint conference ministry in policy making, advice and other effective way, to evaluate may involve health problems and arguments. Functional departments should weigh up the policy of multilateral effect, in the implementation department policy goals at the same time, also want to help people health. Such as tobacco control, how to regulate the tobacco industry development? How to ensure containment measures to effectively implement the tobacco consumption? In addition to spare no effort to promote health department, tobacco monopoly bureau and related party should earnestly fulfil his obligations.

Xi jinping, general secretary of the stressed several times, to strengthen the top-level design and overall planning, strengthen the reform of the relevance, systematic, feasibility study.
