The 19th national congress of the communist party of China (CPC) proposed that "we should attach equal importance to traditional Chinese and western medicine and carry forward and develop the cause of traditional Chinese medicine". The CPC central committee attaches great importance to the development of traditional Chinese medicine, which provides guidance and guidance for the revitalization and development of traditional Chinese medicine. According to data from the state administration of traditional Chinese medicine, in 1959 there were 1,371 hospitals of traditional Chinese medicine and 361,000 TCM doctors in China, while in 1977 there were 129 hospitals of traditional Chinese medicine and 240,000 TCM doctors. There are 17 institutions of higher learning and 15 research institutes of traditional Chinese medicine recovered after 1976, but they are all very small. The shortage of people and lack of skills is a serious problem.



In order to enhance the status of traditional Chinese medicine and give it more space for development, the state administration of traditional Chinese medicine was established in December 1986 after multiple efforts. In May 1988, it was renamed state administration of traditional Chinese medicine. This means that the work of TCM has been transformed from a subordinate period to a new period of relatively independent development, which is the "historic turning point" of TCM management.



In February 2006, the outline of the national program for medium - and long-term scientific and technological development (2006-2020) issued by the state council listed "the inheritance and innovative development of traditional Chinese medicine" as a priority theme in key areas. In the same year, the ministry of science and technology, the former ministry of health, the state administration of traditional Chinese medicine and other 16 ministries and commissions jointly issued the outline of the plan for the innovation and development of traditional Chinese medicine (2006-2020), which defined the overall goals and proposed four basic tasks of inheritance, innovation, modernization and internationalization.



In 2010, the state administration of traditional Chinese medicine promulgated the "twelfth five-year plan" for the development of traditional Chinese medicine, aiming to establish a management system and operational mechanism adapted to the development of traditional Chinese medicine in 2015, and basically achieve the comprehensive and coordinated development of traditional Chinese medicine in medical treatment, health care, scientific research, education, industry and culture.



In April 2015, the ministry and the state administration of traditional Chinese medicine, 12 departments jointly issued the protected traditional Chinese medicinal materials and development planning (2015-2020), the same year may state issued by the Chinese medicine health service development plan (2015-2020) ", in November the same year, the national tourism administration, state administration of traditional Chinese medicine issued on the guidance to promote the development of traditional Chinese medicine health tourism ".

This is an updated version of the outline of the plan of 16 ministries and commissions, which clearly makes TCM development a national strategy. In October 2016, the central committee of the communist party of China (CPC) and the state council issued the outline of the "healthy China 2030" plan, which makes systematic arrangements for the revitalization and development of traditional Chinese medicine and the construction of a healthy China.



In January 2017, the state administration of traditional Chinese medicine and the national development and reform commission issued the "One Belt And One Road" development plan for traditional Chinese medicine (2016-2020). In march of the same year, the state administration of traditional Chinese medicine, the national office on aging, the national development and reform commission and other 12 departments issued the implementation opinions on promoting the development of TCM health and old-age care services. In June, the ministry of science and technology and the state administration of traditional Chinese medicine issued the 13th five-year plan for scientific and technological innovation in traditional Chinese medicine. The standardization project of traditional Chinese medicine and the "inheritance and innovation project of traditional Chinese medicine" included in the national health insurance project construction plan were officially launched.



The revitalization of traditional Chinese medicine is proceeding in an orderly and firm manner.



National essence should be protected by national laws. In order to support the development of traditional Chinese medicine, since the reform and opening up, the central government has also accelerated the legalization of traditional Chinese medicine. First, there are the guidelines and policies for the development of traditional Chinese medicine. Secondly, the constitution clearly stipulates the development of traditional Chinese medicine in China to provide legal basis for the establishment of a relatively independent state administration of traditional Chinese medicine. In 2005, China began to formulate the law on traditional Chinese medicine. In July 2017, the law of the People's Republic of China on traditional Chinese medicine, long in the making, was formally implemented. This is the fundamental law and basic law on traditional Chinese medicine. It elevates the currently effective guidelines and policies of the party and the state on the development of traditional Chinese medicine into the will of the state and sets them in legal form. This is a milestone in the development history of traditional Chinese medicine, with epoch-making significance.



The promulgation and implementation of the law on traditional Chinese medicine has brought unprecedented opportunities and new flavor to the traditional Chinese medicine industry and practitioners. Over the past year, the law on traditional Chinese medicine and five supporting laws and regulations have been implemented in various regions. At present, a total of 28 provincial legislatures have included regulations on the development of traditional Chinese medicine in their local legislative plans, and 10 provinces have included them in the legislative plans of the provincial people's congress in 2018. A favorable atmosphere for the revitalization and development of traditional Chinese medicine in accordance with the law has basically taken shape. This institutional innovation with Chinese characteristics is becoming a powerful driving force for the revitalization and development of traditional Chinese medicine.



With the promotion and clarification of its status, the standardization and escort of the legal system, the top-level design and the guidance of the banner, the cause of traditional Chinese medicine has ended its ups and downs and ushered in an era of favorable geographical conditions and people.
